Practice Direction Requiring Law Society Licensees to use Tribunals Ontario Portal (TOP)

This Practice Direction addresses how persons licensed by the Law Society of Ontario must submit documents to the Landlord and Tenant Board (LTB).

Effective January 1, 2025, all persons licensed by the Law Society of Ontario (Lawyers, Paralegals) must use the Tribunals Ontario Portal (TOP), the LTB's case management system, to submit the following items to the LTB for all proceedings where they are representing a party or where the licensee is a party to the proceeding:

• Summons (Lawyers and Paralegals Only)
• Request to Reschedule a Hearing
• Request to Extend or Shorten Time (with no additional request attached)
• Request to Withdraw an Application Form
• Request for a Discontinuance Order Without a Hearing Form
• Request to Amend an Order
• Request to Re-open an Application
• L1/L9 – Information Update
• Request to Add Representative* (If not able to access the file in TOP due to lack of a PIN from the LTB and the hearing is in less than 10 business days, the request can be sent to ltb@ontario.ca – clearly indicate URGENT in the subject line.)
• Unavailable dates for hearings for up to five separate applications
• Evidence*
• Request to hear files together*
• Request to Amend an Application*
• documents that are on the file and accessible in TOP

*To upload the documents with *: log into TOP, choose the file number and select 'Documents, Evidence & Requests'. Then select '+ Add file documents' and select 'Evidence and Submissions' from the dropdown menu. Make sure that the document title matches what is being uploaded.

Effective January 1, 2025, subject to the listed exceptions, the LTB will not accept or process any of the above items submitted by mail, fax, courier, email or through ServiceOntario submitted by a person who is licensed by the Law Society of Ontario for a proceeding where they are representing a party or where the licensee is a party to the proceeding.

Any item or request that is not listed above can be submitted to the LTB by email, mail, fax, courier, or through ServiceOntario.

Processing times will vary depending on the complexity of the request and documents. If further information is needed, staff will contact you accordingly. Please do not submit your request more than once unless staff direct otherwise.
